The apparent low bid, from Asphalt Supply Co. of Mobile, was announced at $103,104.84, almost $30,000 lower than the high bid.
The work will improve sidewalks along Liberty and Carver, which Mayor Howard Shell said are in need of much repair.
Other bids opened at the meeting included:

Following the bid approval, the council filled a seat left vacant on the Atmore Industrial Development Board.
Michele Gerlach of Atmore will be replacing Ernest Marvin on the Atmore Industrial Development Board.
Marvin resigned from the board after he moved to Molino, Fla., earlier this year.
The council also approved a consulting contract with Bradley and Avant of Montgomery, Birmingham and Washington, D.C., to assist the city in receiving federal appropriations.
According to Shell, Bradley and Avant is the largest legal firm in the state of Alabama and will be essentially lobbying for the city in Washington, D.C.
grants we're trying to secure for doing work at our airport, our industrial park and our drainage projects," Shell said. "Some of the projects we are interested in doing will require federal appropriations and we need the best lobbyists we can get."
Shell said with the recent announcement of the Hyundai plant in Hope Hull, the city needs to work in advancing its Industrial Park to make way for spin-off jobs in the area.
The council also approved equipment purchases for the Atmore Fire Department and opened bids for four new cars for the Atmore Police Department.
The AFD will receive $11,000 worth of new fire hoses. The hoses fell outside of the state bid laws, so the city will purchase them without opening bids.
In other council business:
the city approved purchase of additional property needed for building the new addition to the Atmore Housing Authority.
The land is located adjacent to the current Bragg Street complex on Martin Luther King Drive.
Shell signed two proclamations at the meeting, declaring May as National Foster Care Month and Older Americans Month in Atmore.
Shell announced a rate increase in Mediacom's new internet service.
Mediacom was not available for comment at press time.
the council approved a request from the Atmore Relay For Life committee to use Tom Byrne Park on June 7 for its annual Relay event.
The event will start at 5 p.m. with a reception for cancer survivors, and end at 6 a.m. the following morning.
the council discussed, and approved, a resolution declaring the city would match a state grant, if it approved, for airport improvements.
The grant would be for $40,000 with the city matching that amount. The money would go towards improvements at the Atmore Airport located off Hwy. 21.
The council's next meeting will be Tuesday, May 28 at the Atmore City Hall.
