County Emergency Management Agency (EMA) director David Jennings invited law enforcement, fire fighters, city officials and agency representatives from throughout the county to gather Friday and discuss how the county could have responded more effectively to Hurricane Ivan.
"There's not a perfect way to do it when you have that many people affected," Jennings said.
