No bond ordered for Atmore man Thursday for attempted murder, kidnapping, domestic violence

An Atmore man was ordered no bond during a pre-trial detention hearing Thursday at the Escambia County Courthouse in Brewton.

Francis Blount, 46, was arrested on Feb. 10 and charged with attempted murder, kidnapping I, certain persons forbidden to possess firearms and domestic violence III harassment.

According to Advance archives, Blount was taken into custody late Monday night after a more than six-hour standoff at a residence on Brown Street.

Atmore Police Department officials said at approximately 5:30 p.m. on the day of the arrest, the APD was contacted and advised of a domestic situation near the 100 block of Brown Street. According to a release, the domestic violence complaint occurred at 103 Brown Street.

“An officer responded to the location, and when he arrived at the residence, the suspect (Blount) inside the house started shooting,” Brooks said, adding that approximately eight shots were fired at the officer. “It did not hit the officer. The officer was able to escape. After calling back up, we were able to surround the residence, and the individual barricaded himself along with his girlfriend.”

Public Information Officer Sgt. Darrell McMann said in a release that the APD activated the special response team and requested assistance from neighboring agencies. Baldwin County SWAT team and Hostage Negotiators responded to the scene as well hostage negotiators with ALEA and state troopers. The Escambia County, AL Sheriffs Office, Flomaton Police Department, and Poarch Tribal Police Department assisted with securing a perimeter, McMann said. The SWAT Team arrived at approximately 7:50 p.m.

Brooks said some two hours later, they were able to negotiate with Blount, and he allowed the female victim to leave.

McMann said negotiators continued speaking with Blount via cell phone with the assistance of family members of Blount. Blount walked out of the residence at approximately 11:40 p.m. and was taken into custody after SWAT members used tear gas to encourage Blount to leave the residence.

“We’re very thankful that this situation ended peacefully,” Brooks said. “No one was injured. I want to thank the Baldwin County Sheriff’s Office and all of the Poarch Creek Police Department, and all law enforcement agencies that responded to help us out tonight.”

Brooks said they have had some issues with Blount in the past.

Brooks said the responding officer never returned fire because he realized there were other people in the house.

“He retreated safely,” Brooks said about the officer. “He responded by the book.”
