President has power to offer pardons

Recently President Obama spoke about the Trayvon Martin court ruling.

He said we have an unfair amount of young black men accused of crime and convicted with larger sentences in prisons than white men. Has he forgotten he could pardon every one of those black me in jail and prison? He is president. He has the full power of the government to bring against those agencies that target blacks in crime investigations.

He doesn’t need Congress approval. If he really thinks this why doesn’t he act?
